Lyndall Z+ pads. The brakes themselves are pretty good, 4-piston fixed-caliper brakes of that era are much better than the current single pot floating calipers.

Consider replacing the stock brake line. May have been just air in the system, but I installed a Goodridge universal line on my project bike and the feel is far more firm.

I think any "new" brake line would have helped you, even a new OEM line, seeing your scoot's line was probabaly the 16 year old stocker & ready for replacement. Plus you probably had 16 year old brake fluid in the lines.

I'd replace the pads with some Lyndalls and completely flush the lines with new brake fluid.
