My 48 gets only 23 miles per gallon

I agree that something sounds fishy with only 20+ mpg. I would do as others suggested and check for mileage (although with your 35 mile checks you sound pretty close). Have some concrete data to take in to the dealership who did your upgrades and they should be able to fix the problem. Plus at 400 miles, you're still under warranty.

Forgot to mention my 48 is brand new only has 400 miles, still in break in, and I ride on local street only so far, the light comes on exactly at 35 every time, I always refill right after the light comes on, and I put in 1.4 gallons every time, so that's average about 23-25 miles per G, hopefully after break in it will get better.
Any idea if PC V gets better mileage?

Have you ever actually got out and did some riding other than stop and go in town traffic? It's a good possiblity that your crappy mileage is from all that stop and go and idling in traffic. Especially being that you're in Los Angeles. I've had a similar thing happened when in alot of traffic in Florida once. Fill it up and get out on the freeway or some highways with little traffic and just run it. Then if you get crappy mileage you definitely have something wrong.

That is a good point, only a little difference in shipping charges, lol ! His location does have it like I would assume the State not the city though.
