I'm going to be emptying my tank in order to get it repainted over the winter. For the 2 or 3 weeks that it will be at the painter at the end of the month, do I need to do anything to protect the inside if it will be sitting empty for a while? It's currently sitting with a full tank of gas for winter storage.

No! Your painter will probably purge the tank to remove all traces of gas, if only to get rid of the smell, while he works with it! Ask him.
