Well I know from experience that all manufacturers have on certain models have ran the tires offset. But the OP looks extreme from pictures. I believe there's something wrong there.

is the bike used or did you buy it new? has the rear tire been changed to a wider tire? is the suspension slammed or lowered? do you ride two up? reason i ask is, if you bought it new and havent had any accidents, that would rule out that as a cause. if you changed the tire to a wider tire, that may cause it as the suspension bottoms out. if its been lowered or a "L" model, its already low and if you ride two up, may have bottomed out and damaging the wires. lastly, id check and make sure the measurements on the rear axle are the same on each side. if the rear is true and it is a "L" and you ride two up...maybe an upgrade in rear shocks

if you have a jack, left it up and spin the tire to see if it runs true.
if not roll it ahead a foot or so at a time, and measure it each time you stop then see what you got.

to answer all the questions, because i havent been on in a while to read this.

bought the bike used with no accidents..
just had the rear tire replaced but i did not go wider but the tire it self is shaped different.
i have a lowering kit on the bike down to 2 inches lower then stock, but it was off like this prior to the lowering kit.
i dont even know what a +2 is, im a harley newbie, so i would say no to that.

im in the process of putting on a new front wheel and tire so i will check the rear and maybe get a better pic while im at it.

thats the issue, its lowered so the turn signal wires r the issue, i had the same issue, however there r plastic clips under the fender, make sure the wires r snaked upbthe fender and out of the way, anyone touch the turn signals or splice the wires? i worked on a friends bike and her ex changed the turn signals and spliced the wires in a bad spot so they could not be tucked in tightly, same issue when i dropped the rear, had to make sure the wires were routed nice and tight thru the clips under the fender.

bike would run weird if a spacer was missing......u should be able to see if the pulley is not lined up properly with the belt. good luck

There isn't anything wrong with the tire being offset, every Sportster I've worked on is that way. The only real problem is mixing lowering kits and different tires, there are so many different combos available for Harleys you have to check everything every time you change something.

well the tun signal wires were un-modified until the right one got messed up. i then had to solder them back together. i plan i changing out the turn signals with some new ones anyway, so at that point i will re-route them to a better location.
as far as the lowering goes...does that actually offset things in the rear then? i change my rear wheel to a pirelli and the side walls are wider, like bowed out more...if that makes sense.

if all is well, then i wont worry about it. i just am not to motorcycle mechanic smart and i dont need some major issue that i think is nothing

My bike is the same way-this is normal, but I love the reponse form the dealer you called-gota love it.

the dealer was clueless.

does any one know why this is like this? i guess im just curious now. is it kinda like an offset do to say the brakes, pulley or something like that?

Not sure why but I can tell you that it is between the swing arm and the frame. I put new lowering blocks on last night and had to add 1/2" worth of spacers on the left side at the top on the struts and only 1/4" worth on the right. I can't wait to get new shocks and get rid of the blocks to see how much the rear is truely off.
