You don't need to do the dyno tuning. If you buy a tuner like the Dynojet Powervision you can log while you're riding and learn to tune it yourself.
There is a sticky thread on XL Forums where a bunch of us have done it, or are in the process of doing it.

There are tons of cheaper options for tuning such as the Xieds, Fuelpak, Power Commander and so on and so on. Your best bet is to spend a few weeks wondering around older threads on this subject here and getting on sites such as J&P cycles or Dennis Kirk and looking at all the tuners they have that do not require a dyno.

As far as I know the PC and the Fuelpak just piggy back the ECM. You can't make changes to maps and reflash the ECM. You may have a different definition of what tuning is than I do however. To me tuning is done on a laptop.

You don't need to re-tune if it's fuel injected. The system will compensate for the added air. Now you will WANT to re-tune simply because these bikes are set lean from the factory and run very hot. Adding fuel will cool the engine adding longevity. You don't have to tune it tho
