Restricting a XL1200C Sportster

Does anybody know where I can get the parts to restrict an '03 XL1200C as I am in the UK and only have a 33bhp license? I am itching to get on it and I can't yet!!!

Gotta say I've never heard of anything like you're wanting to do. We don't have the HP restrictions here in the States.

Would limiting the throttle opening be legal? And how do they know you are at 33 hp?

That sucks. Just another reason to not live in the UK if you ask me. No offense meant.
