I do not have a chain. What else could I use that will be of the same thickness?

3/8" vacuum hose should work out fine, too.

I want to do this mod, but hate to drill the stock XL50 tins. I was thinking some 3/8 vac line would be perfect to use like was said.

Exactly! I was going to say 3/8 fuel line.....same theory!

I have a plastic clear tube I used to bleed my front brakes. It seems to be 0.375" thick (3/8"). So, if I understand correctly, I put the tube on the tire, then let the fender rest on it and make marks where I want to drill the holes. Correct?

Correct. Just be careful, 3/8" fuel or vacuum line is different than a hose that is 3/8" thick. Just be sure that the fender gap gives the front tire enough room to swell at speed. Once you are sure of the height, tape the hose to the very center of the tire (although it is best to tape a piece about an inch or so on either side of the center hose as well), set the fender on the hose, and draw the line with a Sharpie. Then take the fender off and drill your holes.

you guys that are lowering your front fender be sure to never ,never get on a muddy, or melting snow road .

if it has leaves on it ,it is even worse.
you will find the as the mud/leaves'debrix build up in your 3/8 of a inch clearance it will become the best brake you ever felt..to the point of lockup...
