i had same problem when I changed my handlebars and line. Got so frustrated I let it sit for 2 days and the brakes had miraculously bled themselves.

I could not get mine to bleed, rode it to a local mechanic, he had it going in about 15 minutes, charged 15 bucks.

Master cylinder rebuild is required, and a thorough cleaning while it is apart. The feed port is a tiny pin-hole and it clogs easy... usually with deteriorating rubber from the piston cups.

When I changed my front brake line, it took forever to bleed the brakes. I thought something was wrong also - it just took a LONG time to get all the air out.

That being said, simply changing the bars shouldn't require bleeding the lines unless you somehow introduced some air into the system.

speaking of bleeding, how often is recommended to change the fluid? For my cars I do every 2 years.

Thanks
