It appears they're rated at 115 db at 2 meters. The Low Tone FIAMM above is rated at 125 and the other at 130, but I don't see the test distance stated.
I have one of those FIAMM highway blasters on another bike and while it says "125dB"...man I gotta say it really doesn't sound much louder than stock at all.
I have a feeling that much like speaker specifications in the audio world, the dB numbers published with most horns are a load of hooey.
I have heard a stebel nautilus in person and it was LOUD as hell, so my ears were enough to convince me.
I have no doubt the FIAMM ratings are optimistic. They're just a decent horn at a decent price and they work - unlike the factory unit. I think an air horn on a Sportster would be awesome. Will the horn you linked to fit behind a Harley cow bell?

I don't know, and that is why I haven't just bought one yet.
I am going to get the exact dimensions and eventually fab up a box to fit those dimensions, then experiment with where it could be mounted on my bike.
I think I would need a relay too, as it would most likely pull too much current through the horn switch and probably eventually burn out the horn switch with repeated use.
