rear pulley bolts coming loose?

I seem to recall my original HD dealer putting in new bolts when I got my new rear tire, and I am out of town, but I think my service manual says that is correct. I am out of town getting a new tire, at a different HD dealer, and when they gave me an estimate, I said what about new pulley bolts and he said that was scam. Who is right?

76,000 miles on my bike and 6 rear tire changes. Still running the original bolts.

I recently fitted a new Harley brake rotor and the screws it came with were described as having three torque cycles (don't recall the exact phrase), in other words they can be tightened up three times before replacement. That may help!
