Well......on the highway, if going further than 30 miles or so. Does an mp3 player count as headphones?
Only prob is, those little "stock" earbuds that the mp3 player came with don't fit real well, and at highway speeds, I can't hear the tunes very well. Unless I was in a court of law....then, the music was OFF, and the earbuds were only there to cover the wind noise. So Help me God.

It is a good thing this is reading medium.else wise I would never be able to hear what everyone is saying and It"s not from riding my bike.It is from everything else in my misspent youth that I didn"t wear earplugs.AND NO I DONT WEAR EARPLUGS ON THE BIKE!

The only reason I wear the Hearos foam plugs from time to time is because of the wind, has nothing to do with 'noise'.
I don't wear a helmet to help block the wind, and if you are on a long haul of a few hundred miles, cruising 70 or so miles per hour into a 30 mile per hour headwind that's a lot of wind entering your ear(s).
It would would be like walking into a 100 mile per hour headwind for a few hours without any ear protection.

I've only got a half lid and I have custom fitted ear plugs that I got at a rally and I won't ride without them.
The things are great and I can still hear what I need to hear.
I rode cross country in 87 from Ca to NC. By the time I hit Kansas I thought my ears would start bleeding after all the miles.
I've got a touch of tinitus. When it's quiet at night, my ears ring...forever. It gets annoying.
