Well, that's unfortunate but taking a safety device off a vehicle is a pretty good reason to fail inspection.

I scratched my fork taking my reflectors off is there anything I can do?

Use sum spraypiant. Rustoleum works good. Your forks are gonna get scrached from riding anyway so I wouldn't really worry about it.
