Default Where is the fuse panel (1989 Sportster 883 XLH)

Anyone know where the fuse box is because I've torn this bike apart looking for it (it's not under the triangle shaped panel on the left side below the seat) as I've seen posted on the internet (the only thing under there is a solid black box that is completely sealed, no fuses hide anywhere).

Also, what are the random little things mounted under the seat on the rear fender with all the wires going to them (please tell me those aren't fuses, because I have no idea how to test them).

Trying to figure out why my bike won't start.........at a loss right now.

Those little boxes mounted to the rear fender with the wires coming out of them are circuit breakers. The bike uses them instead of fuses - they reset automatically (with a click, next time you turn on the key) when the problem that made them trip is corrected. If they're working, you should measure little to no resistance between the two wire poles.

The thing under the triangular cover on the side of the bike is the electronic ignition module. Make sure your kill switch on the handlebar isn't off or grounding out, and jiggle your ignition key to see if there's a short there - those are two easy things to check.
