Default Paughco Evo Sportster Frame

Does anyone have any experience with Paughco rigid sporty frames? I need to know what the triangular bracket with the two holes is for below the rear motor mounts. See photo.

a few of those welds don't look right,,,
look cold,,brittle,,,
