A fouled plug will cause those symptoms, and they don't always "look" fouled.

Cheap and easy enough to change.
I wouldn't spend another dime or time, until I rode a set of new plugs in there.

k im going to check my plugs when I get the chance cause it sounds like that they might be the cause

A loose or missing exhaust flange nut can cause the backfiring. Check those first, very common to come loose.

Is the sputtering or hick-up happening when you roll-on the throttle or holding at a constant speed?

in light of the fact you've had the heads off and the gaskets replaced...an intake leak is very likely.
I had assumed that no previous work had been done.

Maybe the crankshaft sensor and/or the manifold seals, had a simular problem tuned out to be these. Changed two sensors before I found a good one.

the back fire sputtering happens on roll on the hickuping happens when youre and higher speeds i figured its a leak but i wanted some opinions before diving into it and it has had work done before but it was not that great of work i had to correct a lot of mistakes

I had this problem before. It was the wires that go to the coil. Not the sprak plug wires but the little elctrical wires that go to the coil. The "L" shaped end of the wire wasn't seating on the terminal correctly. The connection was too loose.It would slide around on the terminal. I jst recrimped it and it fixed the problem

I would throw a next size bigger pilot jet in the carb and see if that helps.
