Default Tool Bag

would any one know, what is a safe distance to keep the bottom of a fork mounted tool bag ,from rubbing the front fender.
having a new one made, and would like as big as possible.

The first one i put on rubbed the fender. Got a slimmer one that doesn't. When i sit on the bike, i still have a good 2 1/2" between the bottom of the bag and top of fender. I moved the bigger one up top : )
