There's a side mount plate distributor on ebay that has a quick change plate that rotates to comply with any state law.

Here is some more cheep ideas.
I used a piece of Kydex or plastic that forms when heated to make a laydown tag. You can take the stock tag bracket and loose the back piece then put the curved part of the front piece, that has the two holes for mounting to the fender, in a vice and bend it some more to do the same.
I took my small tool bad and zip tied it to the swingarm, I think it looks better than up on the bars.
My favorite mod was taking old used brass cases and making cover. Here is some 40S&W that I glued valve stem caps to and my 50BMG shifter peg.

Like what you are doing. I put together a Kikker scooter as a memorial to my Vietnam duty. The shifter **** was a 50 cal hull I brought back from Nam. A friend machined a steel insert to thread on the shifter lever and go in the hull. I used JB Weld to install insert, then a jeweler polished it on his equiptment and then I sprayed it with brass lacquer. It shines today like it did then and its been 5 years. Brass lacquer is the berries. Below is a link to the bike.
