The bike is named War Crimes Built by Carl and Mark Bjorklund of Super Rat Performance in Bellingham, Washington. I helped them do some work on it in december. The engine is a '66 XL1000 surprisingly the bikes is pretty quiet. it has the same mufflers as my nightster just powder coated black. Twin Motorcycles out of the Netherlands has been building a pretty awesome XR1200 not quite a cafe but, it sure is a step up from the factory bike. Too many pictures to post so here is the link I really like the vented tail section.

I'm pretty sure that once they get all the little bugs worked out of it and it's been featured they are going to sell it like they did with their Trident cafe racer last year.
