Quick release luggage rack/sissy bar bracket tool?

Quick release luggage rack/sissy bar bracket tool?
I have quick release brackets on my Sporty for the luggage rack/sissy bar. There is a little spring loaded cam on each quick release locking mechanism. One of the cams is popped up and I can actuate the "trigger" on the back side to release the locking mechanism. The other cam is in the down or locked position. It looks there is some little tool that probably releases the cam which , of course, I don't have.
Anyone have any ideas on how to get the locked cam to pop up? I've tried several variations of needle nose pliers and jeweler's screwdrivers with no luck. Guess I can visit my dealer to see if I can get another tool but would like to avoid that if possible. Or, is there even a special tool and I'm just not understanding how to release it?
Edit: for what it's worth, I found this .pdf on h-d.com but my "rotary latches" aren't identical to the ones shown. The ones in the .pdf have a simple button which, when pressed, release the "rotary latches" or what I've been calling the "locking mechanism". I can only assume the brackets (side plates) are HD parts since the luggage rack and sissy bar are most certainly genuine HD.

they are keyed uniqeully. one of the 4 "lobes" that are cut in the end of they key is different. Mine is really small compared to the other 3. You can removed the docking bolts to get the bar off, then there is a phillips head screw holding the cam locking switch onto the sissy bar. remove both of the locking clamps. put one of your old ones on with out a lock and buy a new one with a lock and key. your good to go.

Just as a follow up...
I unbolted everything except for the right side plate and rotating latch locking mechanism. Long story short, I resorted to violence to remove the locked side. It's off now and chances are it won't go back on. But, hey, I didn't really want that stuff on my bike anyway. If, by chance, I want to reinstall the sissy bar/rack, I'll get the non-locking rotating latches from the Moco.
