It's not what you think...

Only certain highways are restricted...the Expressways, equivialent to the U.S. Interstate highway system, are off limits. Other national highways are fine. I even ride some of the expressways for short hops as long as you don't have to go through a toll gate.

I've live in Seoul and have been riding here for just under 2 years. I have about 20,000 miles here so far in that time.

I joined a riding club to help the learning process about riding here, and also where to ride and the best routes out of town. PM me if you are interested in getting out of town and doing some great rides.
