I got it installed...guess I could take a picture of my mostly stock bike. The nightster has a metal undercarriage for the 2up seat mount. the cotter pin assembly is not used apparently and the part I was asking about just eats up the gap between the rear mount and the fender. All the time I spent asking about it if I had just pulled it apart I might have figured it out.
