400 for new tires is pretty steep. It seems to me like your very unsure. Everytime I've made an unsure decision I've regretted it. Go with your gut. With new tires, service work, and the price of the bike you are going to be close to 4500.. Buy a newer 883 for the same price (you can find them all day long) and get the 1200 conversion for around 400 dollars later.

If it sounds like a deal to you, $3500 plus fees and $400 for tires, plus whatever repairs come up then it is a good deal.
I'm thinking that for $4000 you can probably get a newer bike, but it's what you like not what I like.
Remember that value is in the eye of the purchaser, not anyone else. Whatever your choice, I'm sure you will enjoy it.

A new 883 will cost you $6,600, doing very well. Conversion to 1200 is at least $1,000 for cylinders, pistons, seals, jets and labor. But that is not all you will need to do it right. Add at least another $800 or so for the heads and gear ratio.

You really need to look at what you want to do with the bike and if you are mechanically inclined. If you plan on taking long road trips, you might be better suited with a larger HD or metric as it will be more comfortable. The older bikes will require a little more maintenance. But, if you are wanting an older HD then the deal isn't too bad. If I were really serious in making a deal, I'd offer at least $1,000 less and work from there.

I figure 70 mile round trips, max, on the Sportster. Most of my riding will be around town and in a fairly rural area with the occasional commute to work 30 miles away.
I can do basic maintenance on cars but haven't learned anything about bikes, yet. I learn quickly and am fairly adept with tools, so it shouldn't take me long to learn if given the chance.
Once I have more experience I would like a Superglide for longer trips.
