You could also use some painters tape to mark the like you want to cut so you can see what it will like. Same idea as the sharpie but you can move it around until it look like you want it to.

+1 on that. when you cut, leave the blue painters tape on and cut right through it. it may save the paint from chipping on the non cut area. good luck and post pics when you're done.
I would start with a piece of light cardboard or a manila folder and fold it in half. Mark your design on it with a pencil on one side until you get the cut you want. Cut the cardboard while it's folded. This will give you a symmetrical pattern. Tape a wide band around the fender where you're planning on bobbing it. Transfer your pattern onto the fender.

The blue painters tape is a great idea and like was said it will save the paint on the non cut part. Make sure to use a good primer after the cut on the rought edge before you add the touch up paint if you are not going to have the whole fender repainted.
I cut mine with a scale, square head, sharpie and a band saw. After cutting the fender I tack welded the ends together (my fender was mutiple layers on the sides yours probibly is to) added some bondo and painted it.
i used some insolation tape to mark were to kut then used a jig saw and it came out grate on a verago im doing the harley next week when my light comes
I used thin 1/8" black pin stripe to mark where I wanted to cut (the beauty with the pin stripe is you can reposition it till you get it right) then put white masking tape on top. I could see the pin stripe thru the masking tape and used a dremel to cut along the edge of the pin stripe, the masking tape kept the paint from chipping. It came out great.
