This photo is with the carb upside down and inside the red circle under the float by the pivot is the needle and seat, you have to push the pivot pin out to get to it

Thought I had a carborator problem sounded kind of how you first described turned out to be fouled plugs and under charged battery.

Ok, I took off the top of the carb to see if the diaphram was bad, an now I can't get the spring in and the lid closed without it popping out. Any tips on how to to get it in?

I remember having the same problem but can't think of a magic way to get it all back together.
