Default Handle Bar Torque?

I want to move my handle bars foward about 2 inches to fit my reach better. Read that all I have to do is loosen them, move them and then re-torque.

Anyone know what the torque specs are for my 03' xl1200 custom 100 year anniversary handle bars?

Also what are your opinions on the best torque bar? Gonna use it a bunch in the years to come.

Thanks in advance
