Default 2003 Sportster Sissy Bar Side Plate Kit Problem

My boyfriend is trying to install a sissy bar side plate kit to his 2003 sportster 1200. It is very simple, but he has run into one problem. After removing the fender support screws and attaching the sissy bar mount, the holes are not lining up now because the fender hole is about 1/4" higher than the support bar hole and the new screw will not go in on the outermost hole. He tried jacking the bottom base of the bike up to move the bike up, but it's not even close to lining up. He is trying to avoid removing the tire to move the fender up 1/4". Does anyone know ANY tricks to re-line up the fender hole with the fender support bar hole?
Any help is greatly appreciated!

Try loosening up the other side support bar bolts and the turn signal mount bolts, this should allow you to move the fender to where you need it. Leave bolts loose until the other side plate is in place, then tighten everthing back up. Hope this helps.
