Default lowering sportster

I'm trying to lower an 82 xls but I'm not having much luck. I've installed progressive 11" shocks on the rear but I still can't flat foot it. I can't find a lowering kit anywhere and I'm thinking of lowering the front end. Has anyone run in to this problem? Can I lower the forks by going to a shorter spring or do I need to order shorter fork tubes and springs? Any help on this is appreciated.

Ever consider smaller tires and rims. Been thinking of this for the wife.

What about thinning out the seat a little? Had a buddy who did that and it worked like a charm.
