You don't have to zip tie it to the frame. Drill a hole in the plastic clip where the oval hole in the metal side cover sits when the cover is mounted. Then, stick a zip tie down through the two holes (no need to wrap the tie around any thing). The head of the zip tie will keep it from sliding through. I can get to it to pull it out and replace it without removing the seat and I've used the same zip tie for a few years.
