You're lugging the engine. It's very easy to do when you first start riding after a 30 year layoff. I came off a 25 year layoff myself about 3 years ago when I got my Sporty. You've got a young race horse between your legs, but due to your current inexperience, you're riding it like it's an old tired work horse.

After rereading your original post, I have to agree, you are lugging the engine. Nevertheless, both of my '07 Harleys surged and I wasn't lugging the engine. Techs confirmed this but said there was nothing they could do as the engine was running as designed, EPA and all. I bought a SERT and it got better but never completely went away.

I think I know what he's talking about, my wife's new 1200L is doing the same thing. It's at steady speeds with a very low, steady throttle position (maybe 10% throttle)? Almost like it's missing. Add some throttle to it and it smooths right out. Much more noticeable on the Sporty than it ever was on my Ultra.

lugging because there is no sluggish reaction as normally occurs when you
are way behind the power curve, the definition of lugging. When I open the
throttle it reacts smoothly.
I'm going to need to refuel anyway so we'll see if that helps, but it may just
be "one 'o dem t'ings" that the bike is not happy under very low throttle
(lean) steady state conditions. If so, I'll have to find a pattern that works.
Riding faster would probably help a lot...

I'm in the same situation as you, 30+ years since I've been on a bike. Just got a '09 1200 low in January. I have noticed that I just can't idle along in first with out the bike lugging. To go really slow I need to alternate between giveing it a little throttle and working the clutch.I'm guessing that HD sets the idle to get the "right" HD sound more so than to idle along in first.
