Tourmaster makes some decent ones, but I like the Givi's and the price is about right, too. I have the HD rigid leather lockable bags...not for those on a budget and not waterproof, but my stuff doesn't get soaked either. You can get waterproof liners for most bags, and if you're REALLY on a budget, Walmart plastic shopping bags will work as liners.

i would just get a cheap set, and if you anticipate rain, put your stuff in a big plastic bag like a ziploc or something. It will stay dry.

No time for bags some times... Need something that'll get caught unawares too.
