Go through the chain as suggested, remain calm and professional, explain your issue in detail and ask for resolution.
It's a real shame when you run into employees that can't take care of customer issues, some don't even care. If I feel \\;any of my customers problem or complaint is ledgit, I'll bend over backwards for 'em, if they are just impossible to please, I'll tell them flat out, we can't help them and to go elsewhere.

i think for people to give more accurate advise the actual details should be given, but beyond that i'd get in contact with Harley direct and have them sort it out... you wouldnt believe the speed with which they can...
think of it this way: your issue has probably been happening to others so youre helping everyone out by making sure they take care of their customers...
