Default Rear tire rubbing something

Newbie to the site and a relative newbie to riding. I have a 2001 Hugger with saddlebags, rear pillon seat and mini-sissy bar. I only ride solo so I took off the rear pillon and sissybar. When I put it all back together I over tightened the sissybar bracket retaining bolt on the right side of the rear fender. Result, I crushed the Housing that the turn signal wiring rides through. That is ugly but now fixed, but I didn't back the bolt out far enough and the first time I took the bike out I chewed up a bit of tire with the bolt sticking into the tire a bit. I also fixed that but I now hear a "whine" coming from behind me on my right side when I am coming to a stop; it is almost like a whistle. I also notice some wear on the right side of the rear tire just above the lettering. I look and feel under the fender and it appears that my fender has much more clearance between the rear fender and the left side of the tire than on the right. Is this common? I am trying to lower my rear but I am sure that I will rub on the right side and the right side only. Any ideas or am I being too vague?

Yes, there's less space on the right side due to belt alignment. If you want more room, and since you say you chewed up your tire a bit, I'd suggest you get a new smaller rear tire. The whine could be coming from your belt. [&:]
