Bearings can be damaged during installation, they may have had a greenhorn on the line the morning yours was assembled but I would sure keep a close eye on them for a while.

No point in going 100 mph for any sustained period, in my opinion. A rider is exposed to a lot more hazards, including mechanical hazards at that speed.Its you bike and your body...hope it does not end up in a bag.
Having two bearings successively fall apart as you describe seems highly unlikely to me. My bet is that the bearing seat in the wheel you received was not cut/ground properly and contributed to a sloppy/poor bearing fit thereby causing the ultimate failure of both bearings.
