Yep, any licensed builder is required to install EPA cert pipes that "emit" no more than 80dB..I fart at 97.2dB, so compare the numbers.
The answer is for us to order our bikes with no pipes and install our own...better answer is for us to ALL install straight pipes and insist they arrest us all.

The law you are refering to is Federal and has been around since the late 70's - early 80's. If you look at a set of stock pipes you will find they carry an embossed stamp indicating that they meet the federal (EPA) standard. This law has never really been enforced other than at the point of manuafcture because state & local law enforcement usually doesn't take on the role of enforceing federal regulations. That's what they claim anyway when it comes to them not doing anything about rounding up illegal aliens wandering the streets. (Not my Job Man)
Some local LEO's across the country, have for years, chased loud pipes by using various methods including sound (db) meters. Some cities have now figured out that they can use the Federal law to crack down on loud pipes. They don't have to catch you by using a db meter or anything else. They stop you for suspicion of illegally loud pipes and just have to look for the stamp.
It's funny how they seem to decide they have the authority to harass bikes with loud pipes using the Federal law and turn right around and claim they can't pick up illegals because they don't have the authority to enforce the Federal immigration laws.

cHarley is correct. The EPA law of 1979 forbids "tampering" with the intake or exhaust. I have recounted elsewherein this foruma story of an acquaintance with loud pipes who was ticketed by the NJ State Police for "tampering" with his exhaust under that law.
Like cHarley says, LEO's can be fickle about which Federal laws theychoose to enforce, and make no mistake about it, they can get you under the EPA "tampering" law for loud exhaust.
