I tried to google it but to no avail, what is a derby cover/billet cover is this HD terminology?

On a Sportster, the derby cover refers to the clutch inspection cover on the left side of the engine, toward the rear. It's domed shape is like the top of a derby hat, hence the name. Billet refers to parts machined or cast from a heavy piece of metal, usually heavier than equivalent parts.

And billet isn't always heavier...in fact its usually lighter...and more durable.

Agree with that. Billet of metal near to the general shape, then it's machined to its final condition.
