Lowering your seat, in all honesty, won't do THAT much for your ability to reach....because of the simple fact that no matter how thin it is, it's not going to be any lower than your frame allows it to be. If you need anything much thinner than a barebones, you could always just use a seat pan with some leather and foam on it, lol.
To have an effect on your ability to reach the ground, you need to lower the BIKE.
There are a slew of options ranging from lowering blocks to the all-out extreme options of hard-tailing it or using a sporty softail styleframe....all of which have been covered already.
Bottom line, it's not gonna be that great of a help having a custom seat made, unless you go with a piece of metal and some leather glued on it.

The Reach seat WILL lower you a bit...not much, but a bit. It will push you forward toward the tank a little more, has a narrower nose so your legs are closer together, and the combination puts your inner thighs along the narrowest part of the frame and seats you pretty comfortably. I think the C&C seat already mentioned is even lower that that, and supposed to be pretty comfortable also.
Lower the bike: 11" Progressive shocks will lower it about an inch. Put on the softest setting, the bike will lower when you sit on it, though to be realistic, 115 lbs. is not gonna lower it much more than when you're not sitting on it. The lowest shocks I know of that are worth a damn is Lick's 10" shocks. The ride will be harsh, you have to be careful over parking lot speed bumps and entrance/exit curbs, andleaning around corners,but it's workable.
I don't know how close or how far you are from flat footing, but if you are firmly on the BALLSof your feet, 11" progressives, combined with a seat from C&C will probably get you there. Corbin can get you there also, but for much more money. However, Corbin might be money well spent; they make some of the best seats available. BTW, I'm a 5'3" guy, 26" inseam, 28" leg length, ride a 2007 1200 Low with 11" Progressive shocks and Reach 2 up seat. I couldn't QUITE flat foot it stock, but Icould ride it ok.It's just that backing that SOB up out ofa parking space was a challenge!Now, I can flat foot it, I'm more stable at stops, and I can back up a lot better. Oh yeah, and the side stand extension helps a little, too!

I can't offer help on the seat as I am 5' 3-1/2 " and the stock seat on the Low was perfect for me. Same now for my 1200N.
However, regarding boots, do make sure to get true riding boots like the ones already suggested and do NOT get those dang dressy spike heel boots often seen in motorcyle clothing sections. Just because they have a Harley tag on them (or any other) does not mean they really are for riding. Those things can be treacherous and cause more harm than good.
