Seat for sure; unless you're riding some really rough roads or weigh over 200lbs then seat and suspension. I put 412's on the back of mine and emulators and springs in front and it made the soft-as-wood Corbin solo quite comfortable. The suspension really helps the handling, too.

Went from stock Solo to a stock 2-up and never looked back.
I think if you had started with stock solo and went 2up,you would of thought you died and went heaven on the 2up.
longest i did was 12HR in the seat and it was all fine and then again some people just cant hang.

Unless your *** is hurting something fierce I would do shocks first which will help your whole body and not just your ***. Shocks is just as much for handling as for comfort, so you will kill 2 birds with one stone if you go that way. You will be amazed what you can do to the handling of the bike and the more advanced riding you will be able to do by upgrading your shocks (and fork springs too).

not sure if this will help ya'll but when i put my air ride on my bob my brother put my st bob shocks on his 1200C... we then set them as soft as they would go... much better ride and they are much thicker so they look better... help to beef up the rear end!

I really do appreciate everyones input here. I have decided to go with the set first. My wife is getting me a new Sundowner for Christmas. I am going to have to wait a while on the suspension, but I will get there. Again, I thank each and every one of you.
