It only coughs when I take off from a light, I would say once a week or less randomly, sometimes it does it when the engine is hot too. My friend has a Ramflo foam filter on his 883, even worse. I think the sudden throttle movement doesn't have enough gas going into the intake to compensate the airflow, just a thought.
