Floating rotors will improve braking IF you are frequently applying repeated hard braking pressure to the discs. Their design is to help dissipate the heat from stopping. Personally, I wouldn't waste the money on a road bike unless all you do is ride The Dragon and constantly keep the brake on.

The only to really improve braking is to increase the swept area of the pad to disk surface, that can be done by adding aftermarket four piston calipers with larger brake pads or adding a second disk brake such as the 883R or 1200R has.
As thumper says the floating disk is for competion use where you are heavy on the brakes 10-15 times per lap, they cool faster between corners to reduce heat fade.

My 103inch FXDXT is only about 20lbs more than a rubber sporty and I've got triple floating composite Lyndals and braided lines. Over the same road with the stock triple discs there is a dramatic difference in braking.....the road is in the picture.....braking and handling improvements usually don't "look" like much for the price, but I think they help make a more capable machine.
