I am so glad I live in FL! Sometimes I really hate it here and want to go back North where I am from but when it comes to riding my bike in the winter...This place rocks. Cold here is 50...I know some guys around here who won't ride when it's 50...They tell me it's too cold....lolThey should read these posts...lol...Stay warm guys...
Florida is warm all right. When are they going to build a hill and a curve? ;-)

The "best winter riding clothes" - as if this isn't obvious- T-shirt and shorts in Fla or lower Texas - frig sothern cal - too many liberal tree huggers - if that is not an option, there is always the "Bear" approach HIBERNATE

Here is what I wear:
- Fleece Jacket, Down Vest, Snow Mobile Jacket.
- Jeans, Cabela Polartec Fleece Pants, Chaps
- Silk Glove Liners and a pair of Cabela Gortex Snowmobile Gloves.
- Two pair of socks and boots
- Silk balclave and a full faced helmet.
- Windshield

Good for temps into the 20's for an hour or more.

I swear my 1/2 helmet all year. It depends if I am on duty or off duty, but when it gets cold I wear the following in North Carolina:

Layer 1: Under Armour ColdGearŽ
Outdoor ColdGearŽ Hood
Men's ColdGearŽ Tactical Mock
Men's ColdGearŽ Tactical Leggings
Neoprene gloves by Ozark Trail (wet hands before use)

Layer 2: Normal cool weather clothing
Long sleeve T-shirt
Jeans / ACU Pants

Layer 3: Fleece Top

Layer 4: ACU shirt / Flannel Shirt with Fleece Lining

Layer 5: Really fricken cold (20 degrees or lower)

Not sure what its called. We call it the bear suit in the military.

Lots of options here, but to answer the one specific question that was asked.......

I've found that some cotton boxer briefs, maybe 2 pair depending on the temp help that area that the chaps don't cover.
