To answer some of your questions:
If they are leather, they will get wet inside. Treating them with Snow-Seal or mink oil helps a lot. Treat them regularily and you should be OK. I always use a waterproof liner of some sort. Garbage bags work, but I use what's known as a dry bag that is used for whitewater rafting. They come in various sizes and I like the nylon ones the best - they're a lot more pliable than the plastic type.
Yes, they will flop around in the wind. I'd recommend saddle bag guards (they often don't work with quick detach sissy bars - something you'll have to check on first).
I liked the look of the slants. Here's a pic of my old Sportie with them and they were about 10 years old when I got them

Oh, and I never had any problem with anything you mention. Rain, wobble, etc... I had throwovers on my V-star. Had the Sportster bags on my Sporty (obviously), and stock bags on the RK. Treat the leather well. You can get a synthetic bag for cheaper and it might hold up better to the elements. The first bags I bought were not genuine leather and they were super cheap and held up better and showed less scarring than the genuine leather on the Harley bags. My RK bags already have light scuffing and the bike is brand new[:@]. Oh well!

I have a set of saddle bags i just took off my 1200, not sure if they will fit your bike but i can part with them for hardly nothing. You just tell me if you like em, and we can work something out..im not a big fan of bags.. so when i bought the bike i already said im getting rid of them. here are some pics of them. I don't know how much they are worth - if anything, they arent in perfect shape, but.. just throwing em out there
