Wow - the book values are cheapo money!?!
The Sporty appears from what can see in the pics to be an excellent example. First year fuel injection, rubber mount and all the good stuff from the 2004 changes to the heads. The asking price is still likely NOT what I’d sell my 34,000 mile 2007 XL1200R for but that’s just me and the upgrades I have, suspension-both ends, seat, oil cooler, luggage rack, backrest w/led brake light and more aren’t commonly found as these bikes often don’t get the love I have for these. I bought it new.
If nothing obvious needs replacing or maintenance - tires, brakes, motor mounts, rubbers etc and it starts, runs and rides good I’d make a respectable off if you are going to ride it and not hack it up. Originality adds value IMHO.
Start $4K if you really want it but set your limit providing there are no issues. I expect the battery to be iffy or gone unless the owner was a regular rider who used a battery tender. But 3K for one of these seems way too cheap.
You do know these are among the most reliable bikes to come outta Milwaukee…! Also cheap to keep…
My 2¢
The values listed make nice examples a bargain.

I agree the asking is a bit high. To answer the second part of your question, fairly easy to change to mids. A bit pricey but, TC Bros is a popular option. Fleabay is another option, but you have to be diligent on making sure you are getting all components.

Bring screen shots of the valuations, then make your offer after showing them. Being an estate sale the seller has NO personal cash tied to the bike and it has to be sold. I’d bring cash too and pull out a wad as I make my offer. Funny how the sight of US Sam’s green$ can help there.
Good luck.
Bike looks really sweet from what can see on my phone.
BTW that appears to be a mustang seat - ca—Ching! The shocks look like an upgrade too. I’m running a Mustang wide touring seat. There ought to be some extra bits like original derby cover & mufflers plus shocks there too. With those SE slip-on mufflers the bike should have an another mapping (canned) and a dyno chart if done right to ensure the tune is correct. There more I look - the more I like it.
