Actually HD markets a stage 4 for the 1200 sportster, but it's for a 2014 and newer.

That sounds like a very fair price for a very good looking bike. 15K on the clock is nothing, practically brand new!
And, even if it's "only" a stock 1200, that should be plenty of power, no need to go 1250/75. 2008 already has better "W" cams, and you may not gain much by putting (slightly) larger cylinders on versus the expense. If you had an 883 it would be a different story entirely.
Save your money and enjoy your new ride for a while. A rear tire looks like a good first upgrade.

$4.5, 15K miles, green paint (rare)... stage IV or 100% stock, good purchase.
FWIW I had my '07 1200N since '07. Very dependable.
Three times to "look at":
1) The clips holding on the top of the battery cover metal side panel/ tin can come undone, there is an updated parts.
2) The fuse box, under that tin mentioned above, look at the fuses for water intrusion and apply some di-electric grease as preventative maintenance.
3) The motor mount, that mounts to the upper cylinder head, on the clutch side can come loose, retorque w/blue Locktite.
Again mine has been dependable and fun. Would buy again

PS "Modding", customizing your bike, is a non-treatable addiction, but good fun.
Fork springs and setting the front sag is a great first mod that improves the N.
