Default Need help with setup

Trying to set up a 99 1200 sportster for a lady friend who is around 5.3/ 5.4 tall.
Bike is setting stock right now, just want to make it more comfortable for her.
Any suggestions especially from riders around the same height would be greatly appreciated.

I feel like we need some more info here. Has she ridden it? What aspect of the bike is uncomfortable to her? Suspension too stiff? Ride height too high? Bars too wide? She'll only know what's comfortable or not to her once she logs some miles on the bike as-is. No need to completely overhaul it without know what specifically is uncomfortable. There are some typical comfort issues but everyone's discomforts are gonna be different. Biggest complaints from my wife (5'5") when she rides my Sportster is that it's too high, which is fair cause I have 11" rear shocks and a 4 over front end.

If you can find one a reduced reach seat may help, it moves the rider a bit lower and further forward.

Need more info. Can she sit on the bike and touch the ground flat-footed?
Are the handlebars too far away? Does the bike have forward controls, mid-controls, etc?

I'm 5'7" and have a 2001 Hugger with Forward controls. I adjusted the handlebars a little and now it fits me pretty well.

I'd start with adjusting the rear shocks to her weight.

Don't need to flat foot to be able to ride, well not both at the same time, IMO. I am stopping with both brakes so only put left foot down most of the time.

Yeah need more info.
Define comfortable for her.

Reading between the line, I think the lower seat is the answer.
Handlebar bend/ shape second answer.
FWIW search the term "the riders triangle" on the internet.

Front suspension is already (IMO) too soft, does soft equate to comfort?
On this forum, many members search for answers in regard to rear shocks.
In the OP's case, rear shocks may be 13 inches and many models had 11 inches....many say OEM Harley shocks are not comfortable... yet the 11 lowers the ride height but lessen the cornering clearance....so I repeat what is comfort?

Lastly, there is the wind; is a fairing one of the comfort desires?
