I did a inter webs search, lots of people talking about it not being able to turn (solution is a strap wrench), but I can't get enough of it out of the oil tank to grab hold.

When the OP finally gets his dipstick out, it might be a good idea to disassemble it and put a new spring inside as the stock spring could be tired and not retracting properly.
I tried a few of the Asian manufactured anodised aluminium dipsticks, the sat too proud, not flush like the stock item, so every time my inner thigh touched the dipstick it would pop up automatically. I reverted to using my stock cheap plastic dipstick as it works perfectly well.
One of the cheap Chinese junk dipsticks on my XL883N. It ended up in the bin where it belongs.

I like my analog temperature dipstick. Only problem is the oil level can't be read on the metal rod that goes into the oil. I still use the old plastic dipstick for that.
So I guess I have a dipstick and a temperature gauge and only use one at a time. Oil gets checked before leaving the garage cause that is where the oil is kept.
One time the temperature gauge got stuck and took a towel and brute force to open it. But only one time. Strange huh?
Harleys = an adventure on and off the road. Life = its always something and usually expensive and sometimes painful.

TurkeyRun the cap is hollow so if you are careful you could drill a couple of holes near the edge and use some long nose pliers to turn it. The small amount of plastic swarf will sit on top of the plug part underneath. A good sharp drill though might make one long piece of debris that you can get hold of
Probably better if you do it on returning to the garage with hot oil.

Yea.... It'll go down from there about 3/8" when I push down on it. Then it returns to that position. I actually made a video of it, with me pushin' on it. Here ya go https://youtube.com/shorts/KPLNokLoZB4
