Those handlebars are called "T-Bars", pretty popular tough guy bike handlebars. The ones in the picture you posted look like the ends were trimmed. Lowbrow Customs (link above) has some, they have a few other styles with pullback if you look around on their website. Lowbrow is based in the United States, and they ship to Europe.
