so had no charge at the battery.. maybe 2/10 ths while reving. factory service manual was no help in diagnosing just replacement says refer to electrical manual grrr.
thanks to the good people of the internet was able to find the procedure.
stator ohm'd good within itself and was puting out 19-55 AC volts but was grounded out to case. regulator tested good.

ordered new Cycle Electric stator and regulator didnt wanna chan
ce new stator with old regulator

now have good charge
