my bro in law ground the fender mounts off and spent 25 hrs polishing (according to him)

Thats a hot looking bike your BIL has got there. I suppose its possible to spent that long polishing but not always necessary if using the right progression of grits and a buffing wheel. Of coursecutting the fender mounts off and getting those areas smooth will definitely take some serious work.
