Default Fat tires

Would really like to get fatter tires for my 17' 48. More than likely would i have to change rims too? Any budget friendly suggestions? Thanks

The way my 130 sits up front of my 17 custom and the distance between the fork tubes and front guard,

I’d be looking at do you have the room to fit a wider rim in the first place without pissing with the fork tubes and headstock before anything else.
