Not sure if your frame neck has a DOT sticker, but on my 1991 the DOM is listed as 10/90. Not sure when those stickers started to be used, at least since the late 70's perhaps.

The modern 17 digit VIN wasn't started with Harley until 1981. Not sure if they started using the sticker and manufacture date right away or not, but anything 70's and prior the only thing you have to go off is the serial number. HD has never made the date of manufacture to serial number public. You can only guess based on the total number made (if you can get an accurate number) and where your serial falls in that order. Occasionally mid year changes to parts or castings can help pinpoint a date of manufacture, but for the most part you're going off of a few month's range than a real date.
Pre-70 bikes are titled on the motor and not the frame. This has been the confusion of many LEO's born after the bikes were that don't understand vintage **** doesn't follow modern VIN rules. Back in that era it wasn't even guaranteed that the ID number was a consistent pattern. Everyone ran their own system and it could change from year to year.

There are several websites that help decode older Harley numbers, which may help answer your question. Do a search for H-D VINs or numbers, which should dig them out.
